Shows the Freebuff model picker premium quota reset countdown alongside the usage count.
Keeps expired server reset timestamps from rolling stale quota forward, and refreshes landing metadata after the reset boundary so usage and model selectability update.
Adds focused tests for server reset timestamps, Pacific midnight fallback, DST behavior, and countdown formatting.
